Evaluation of the Structure and Regional Articulation


The objective of subproject 45 is to assess the articulation between the municipalities affected by the rupture and with their socioeconomic environment, considering different spatial scales, and to assess how the impact was diffused after the dam collapsed.

This objective unfolds into:

  • Identify the structure and relative position of each affected municipality and the various modes and articulations with its surroundings. It also intends to characterize and identify the dynamic sectors and evaluate the productive structure before and after the disaster;
  • Evaluate the articulations of the affected municipalities and the intensity of these articulations; the integration of these municipalities with their surroundings; and the regional articulation of each of these municipalities;
  • Assess the diffusion of the impact of the dam failure in the municipalities and in the region in order to identify how this regional articulation can condition mitigation, recovery and repair actions at the municipal, micro and meso-regional levels;
  • Identify potential changes in regional articulation;
  • Identify context and political and socioeconomic implications and relationship with possible corrective, remedial and compensation actions;
  • Assess how regional articulation conditions mitigation, recovery and repair actions at the municipal, micro and meso-regional levels.
  • Creation of monitoring indicators for the affected area, allowing the monitoring of actions carried out at different territorial scales.


Methodological Steps


1st Step: Identification of the main districts/localities of the municipalities under analysis and their relationship with the collapse of the Córrego do Feijão dam in studies, cartographic bases, plans and recent urban legislation.

2nd Stage: Conducting field visits - from a first direct contact with city halls - to map structural conditions and economic equipment of regional polarization; in-depth interviews with the technical team of the public authorities in selected departments of the municipalities that make up the study region;

3rd Stage: Identification of key network actors in the locations – association leaders, rural unions, real estate entrepreneurs, among others – and conducting in-depth interviews based on semi-structured scripts;

4th Step: Application of online questionnaires (survey type) to complement secondary information on regional integration within and between municipalities.

5th Stage: Realization of remote focus groups with public, community and social movement agents on the pre- and post-disruption regional integration processes;
